HOW IS HR GOING TO POSITION ITSELF IN THE FUTURE? The success of HR processes is to a great extent dependent on line mangers’ ability to carry them out. Historically HR has performed many of the tasks that line management today has responsibility for. Securing high-quality ‘HR delivery through the line’ is a key success factor for effective people management and a significant challenge for many organisations.
HR AS "STRATEGIC EDUCATOR" MindShift believes that improving ‘HR delivery through the line’ often requires a further reformation of HR’s internal position. HR has in the last few years dramatically improved its position from an administrative unit to an internal consulting unit that responds to managers’ support needs. MindShift however, predicts that the next stage of HR’s development will be to a function with an ‘educational’ approach. Instead of ‘passively’ responding to the demands of the line, HR will proactively educate and coach line managers and thus gain better control of the execution of the HR strategy.
To succeed, organisations need to clearly identify their appropriate HR delivery model and carefully review the consequences that distributed responsibilities have on the bottom-line result. MindShift has seen several examples of organisations that have shifted most ‘HR-related’ responsibilities to the line without sufficiently evaluating the managers’ capacities or the business implications. The line managers find themselves strained to deliver on their people management responsibilities, often unsupported by the relevant tools and lacking the adequate skills and competences.

THE SOLUTION There is no doubt that the trend has gone in the direction of line managers taking more and more responsibility when it comes to people management. It is becoming, however, also more and more evident that there should be greater focus on securing the quality of their HR delivery. HR needs to take the role of the proactive educator by providing the education, coaching and tools necessary to support line managers in fulfilling their people management responsibilities.
